Feasibility Study Project for Data Utilization Platform
Business based on Traffic Information in Thailand,
Malaysia, Vietnam, the Philippines and IndonesiaMurata Manufacturing Co., Ltd.

Project Reports: Murata Manufacturing Co., Ltd.

1Overview of infrastructure/energy infrastructure

Murata has been working to establish traffic information IoT data business in Indonesia. Based on this experience, we conducted a feasibility study to ascertain the possibility of expanding the business, the feasibility of IoT data businesses other than the traffic information business and the potential of data business markets in five ASEAN countries.

  1. Feasibility studies in the Philippines and Vietnam on sale of traffic data to private sector companies
  2. Examination of elements that would facilitate data sophistication by combining traffic data with environmental monitoring or other data in Indonesia, Malaysia and Thailand
  3. Examination of a scheme of collaborating with smart pole operators, which would help expand the geographic coverage of the data measurement range
  4. Examination of a global IoT data platform for Japanese companies operating in Southeast Asia

2Distinguishing characteristics,
such as competitive advantages

  • Our traffic information service meets the requirements of governments since the resolution of our data is higher than that of data collected from mobility-based devices (GPS/probe) in traffic volume and travel speed and thus the data more accurately reflects traffic conditions at a certain point.
  • Roadside smart poles are highly likely to function as a hub for traffic and human flow monitoring in urban areas since roadside smart poles are superior to probes as fixed-point measurement sites. Our fixed-point road traffic monitoring systems and smart poles could become the complementary components of a digital infrastructure, contributing to the expansion of smart cities and data business markets.
  • Our IoT data service platform provides Japanese companies planning to launch a data business in Southeast Asia with a global IoT data service platform and facilitates the smooth startup of their businesses with the expertise and know-how of sensor and communications technology, data analysis methods, as well as business models, which Murata has accumulated through its traffic data provision service. In the course of business, requests for environmental and human flow monitoring can be accepted. In particular, we will continue to discuss data cross-border issues, which are attracting worldwide attention, with local governments, and respond to data security/privacy requirements such as data storage, modification, cross-border, and access control.

3Needs of target countries and regions,
and their issues and solutions

  • Assist governments in effectively formulating and implementing plans and promoting DX to address economic losses and air pollution caused by traffic congestion.
  • Capable of supporting DX for government and private projects by employing high-precision, real-time data in use cases in which human counting or GPS/probe data cannot satisfy the requirements for measurement accuracy and frequency.
  • Creation of new industries and jobs that use data including spillover into the data-oriented advertising and consulting industries.
  • In addition to maintenance and operation work of the installed digital infrastructure, local companies and industries will have collaboration opportunity with us in device development and service/data product development in the future.
  • Our business scheme is expected to contribute to the expansion of the data service market by building a global supply chain that enables not only the use of data in each country, but also the sale of data overseas.
  • The traffic information business model developed by Murata was found to contribute to solving the following issues faced by Japanese companies that are evaluating the feasibility of data service businesses in the Southeast Asian region.
  1. Can avoid the restrictions imposed by the local government on business operations by foreign capital
  2. Can avoid tax risks in implementing projects overseas
  3. Compliance with local laws and regulations concerning data business can be ensured
  4. IoT businesses can be implemented without establishing a local subsidiary

4Expected impact of the project

1

Solutions to the needs and issues identified in 3 and their benefits

  • High-resolution traffic data will improve administrative functions such as traffic control and road and urban planning
  • Use of traffic data by business operators needing to measure the value of locations, such as outdoor advertising value measurement and retail store development
  • Creation and expansion of businesses linked to social benefits by combining with other social data such as weather data
  • Creation of new related businesses and jobs, such as O&M and data analysis services
  • Increasing the value of social data that can be collected in urban areas through the expansion of measurement areas and finer mesh division in the future
2

Indicators showing the impact of the project

  • Since there seemed to be good potential for developing traffic information services in Vietnam, the decision was made to proceed to additional market research and demonstrations. The project has been selected for the "Asia Digital Transformation (ADX) Projects” and demonstration will continue until 2023.
  • Because of its high potential to help Japanese companies considering data service business in the Southeast Asian region, Murata and Internet Initiative Japan (IIJ), which promotes global Internet business in Southeast Asia, jointly released an IoT data service platform that combines the traffic information business model of Murata and the functions IIJ, which promotes global Internet business in the region.

5Future plan for the project

  • July 2022 - March 2023: Confirm business feasibility of environmental sensors/human flow sensors through demonstration projects in several ASEAN countries
  • November 2022 - June 2023: Experiments of functions of the environmental sensors/human flow sensors in several ASEAN countries
  • April - December 2023: A demonstration project and confirmation of business feasibility of the traffic information data business in Vietnam

6Opportunities to roll out the project

  1. The IoT data service platform developed by Murata jointly with Internet Initiative Japan (IIJ) can assist Japanese companies planning entry to data business markets in Southeast Asia in smoothly starting up their business, based on the sensor and communications technology, data analysis methods, business model-related knowledge and know-how we have accumulated through traffic data provision services.
  2. While expanding the geographic coverage of measurement points through partnerships with administrative agencies, outdoor advertisers, smart pole-related players, we will develop new customer segments in ASEAN countries by upgrading traffic information and expanding the types of data to offer, such as weather information.
